I'll guess Toni Collette - critics like her series United States of Tara, but it doesn't seem to be raking in viewers. Aussie born, best known for movies. Well thought of and works steadily, but I'd still call her a B-/C+ celebrity. Seems just loopy enough to think that kind of behavior would be a fun prank. NT
